Holy staff offers the most healing output out of all the healing staff's.

Generous Heal
Generous Heal is only viable option here, it offers much greater healing output than holy flash. You can swap for smite during pve.
Holy Blessing
Holy Blessing for all physical damage(use at burst damage for example dagger pair e or claymore e) Holy beam is viable swap vs demonic, imp and other magical damge dealers. Sacred Pulse might be used vs death givers for extra kite ability. Holy Orb is viable option vs demonic.
Desperate Prayer
Most of the time spam e for 15% healing buff, use it together with passive(Adrenaline Driven Charity) for extra healing output.
